He is responsible for creating a holistic, integrated, and forward-thinking IT architecture that supports the university’s mission of world-class research, teaching, and administration. Tom has a wealth of experience in deploying technology solutions in low- and middle-income countries, principally in the health, education, and infrastructure sectors.

He co-founded TechServe Inc. in Guyana to address the digital divide and Kola Climate Tech Hub in Tanzania, a climate tech incubator. As interim executive director of BOSCO Inc., Tom is focused on leading a board turnaround and organizational restructuring effort designed to strengthen governance, clarify strategic roles, and improve operational discipline. My work centers on leadership development, risk identification and mitigation, cross-boundary collaboration, and building a more sustainable and accountable foundation for the organization’s long-term mission and growth.

I serve because I believe technology should advance human dignity, expand opportunity, and strengthen communities.
